That depends on the responsibility of the agent.
The whole point is that I feel in many cases, it is a person's own responsibility to watch where they are walking so in these cases their negligence is to blame. If someone set up a trip wire, then their intent is to blame. The whole point of blame is that it is specific to situations, and is an attempt to isolate who was most responsible for something.
Blame isn't always appropriate because in many cases, both sides of a blame game are responsible and so it is pointless trying to pin the blame on anyone.

the responsibility of which agent....the negligent one?

if some guy installed the parking spikes backwards and caused my tires to get blown out....that's his fault.

Both parties can be negligent. However you might say in that particular case, it is more negligent for the parking warden to install the spikes the wrong way than for you to not notice that the spikes are pointing your way.

Are one to blame if one does something, or are one just the one responsible?

Seems people confuse responsibility with blame-ability..

One are not to blame for how one is, but one sure as heck is responsible 100%!

Blame is such a waste.. Only leads in/to circles!
