Yes the Ball white plastic lids are pc able.

Not sure about the burner you posted.

I think you can get a better deal on a pressure cooker!

Did you buy that PC yet? If not, go to ebay, there's plenty there that are pretty cheap. Why can't you use the burner on your stove?
