It sounds like you killed the flora that protects and competes for space on your scrotum with nasty fungi. And when the flora dies, the fungi takes on the opportunity.

Clean yourself, and stop taking the neosporin unless you think you have an infected wound. If it still itches, get some anti-fungal cream for athlete's foot, monistat, jock itch, whatever works on that type of funk. And give your nutsack plenty of air and even some sunlight if you can get away with it.
