I think you mean an incubation chamber for incubating your sustrate jars.
Which would mean that you are creating a chamber heated for incubation.
You want to maintain a good temperature but not too dry which the heating pad will do. So maybe the water isn`t a bad idea.
But I wouldn`t suggest the whole wire mesh water setup, it doesn`t sound right.
Ultimately what you should do is get a seconf chamber with an aqarium heater in the bottom and water to submerge the heater.
Slide your second container into the first.
This will create a perfect incubator for your jars.

As long as you can keep your temps in range putting them on the shelf will work.
