Marijuana Grow Discovered In Store Basement [CA]

Big pot operation discovered in Willows

Investigators on Wednesday seized an estimated $1.3 million in marijuana plants from the basement of a downtown Willows business.

The seizure could be the largest single marijuana grow ever uncovered in the city, Willows Police Chief Bill Spears said.

Police, in conjunction with the Glenn County Inter-agency Narcotics Task Force, took nearly 1,300 marijuana plants at various stages of development, from the basement of 201 W. Sycamore St. They also seized about $60,000 in equipment used for the cultivation of the illicit plant, GLNTIF Commander Curt Parks said.

"We found no evidence that the operation was connected to a larger growing operation, but we're not ruling out the possibility," Parks said.

There are no suspects at this time and the details of how the operation worked were not available Thursday.

The last known proprietor of the business "99 cents with value" renewed the business license under the name of Ricky Chu in July. Chu, 36, paid cash for a six-month license, which expired at the end of the year.

Parks called Chu a "person of interest" and said investigators are looking into his last-known whereabouts. The business license lists an Oakland address for Chu, but the phone number listed has been turned off or disconnected.

Another possible person of interest is the landowner, Xin Liu, whose Oakland address lists him operating out of a building, oddly enough, on the 3000 block of High Street, according to City Clerk Natalie Butler.

Butler said the license has not been renewed for this year.

Spears said police had been receiving complaints about a strong odor of marijuana in the area of West Sycamore and the 100 block of North Butte Street for about a week.

"The odor was distinct, but elusive until (Wednesday)," Spears said.

Plants were discovered in various stages of development in at least five different basement rooms. The cold concrete floors were littered with clipped plant leaves, puddles of murky water and hundreds of multi-colored electrical cords and grow lights.

Parks said the perpetrators were stealing electricity to aid their illegal growing efforts. He said investigators are waiting for a report from PG&E to determine how they were able to bypass the system.

An employee of a nearby downtown business was upset by the discovery.

"I'm shocked. I'm angry and distraught. How long has this been going on and how did it get there," said Judith Brown, who works at Health Habit, a health food store located just one block away.

Brown called the situation scary and absurd.

"This is all we need in the downtown area," Brown said. "We always wondered why the business was never open and now I guess we know."

Parks said the next step for investigators is to locate Chu. He said it is still too early to know if authorities will try to make a federal case out of the bust.

Parks asks anyone with information about Chu's whereabouts to call the task force at 865-1130 or any law enforcement agency.
