my neighbors dogs

so my neighbor downstairs has 2 dogs that will not stop barking when she is gone and she will leave for like 2 or 3 days at a time and have them in their the whole time shitting and pissing every where and my fucking apt smells like it becasue the insulation or whatever sucks so get to smell shit and listen to them bark non stop (for real they will stop for like 45 seconds at most)

I need to buy my own place soon

you should call animal control and thell them exactly that. they can get a warrant to remove the dogs from poor conditions, and the owner can face penalties for it.
