COPS and the Drum Circle

i've been going to the drum circle on treasure island beach in pinellas county florida every week for a pretty long time

its a huge one, usually about 2 hundred people there maybe 3 hundred in tourist season.

there was some ordinance enacted several months ago that made it illegal to play instruments on the beach past 10 PM and cops always drove onto the beach to break up the drum circle and walk around with drugdogs and basically just ruin all the fun, even though it was a popular tourist attraction and therefor good for our tourism-driven economy here.

the fucking pigs even wrote some $150+ tickets to people that kept playing and ignored their orders to leave.

i got a "talking to" and my pockets bunny-eared after i wrote FTP in the sand in front of one of the cops cruisers that was shining its headlights where my friends were sitting at about 8:30 one night and making jokes about bacon and pork products in general to him. I would have been nicer if i'd had my bag on right then lol...

anyways

the time just changed and now the cops are making us leave at 9:00... just because it gets dark sooner. the fact that it gets dark sooner doesn't change the fact that i work until 8:00 at night and i don't think it is even in compliance with that lame ass ordinance anymore unless they changed that too... but they are still running us off under the threat of tickets.

to Outlaw Music is just.... wrong. i know it gets a little noisy with so many drums but its the biggest beach in pinellas county... its probably 180yrds from the parking lot to the actual water.

the only people that own the million dollar condos there are the fucking snowbirds that only actually live there a couple months a year but take up the space all the time.

so i think its gone too far and i want to petition it.

anyone know if theres a certain way to do it in order for it to be legit? and how many signatures i should shoot for? and what kind of person to give it too? the beach doesn't really have a mayor... just dirty pigs.

somewhere, somehow, there is a drum circle sequence that summons a dark lord of fire and earth, who could tear out of the ground and envelop all the cops in a fantastic display of light and energy, all the while the drum sequence keeps playing....

yeah i know but unless i bring a megaphone theres no way to alert everyone to this fact and keep them from pussing out. especially with very expensive tickets as a threat.

thats why i think a petition is in order. try to beat them using their own rules before i'm ready to riot...

Find the ordinance and print it off.  If it says 10 and you get ticketed when they say to leave at 9... contest it in municipal court.  It will be dismissed because you didn't break the ordinance.

Well, if the law states there is a noise ban after 10, then unfortunately thats how it is.  But, as far as the 9pm time forcing you to quit, if the law actually says 10, i don't see any way they can ticket you.  so if there are a lot of people out and its 9:30, then I say just keep on drumming, as your harming nobody.  And if you are one of the unlucky that gets a ticket, as they will stop when they notice they are solving nothing, then what would ti be for, breaking the 'noise level ordinance that states no loud sounds after 10pm'?  Just make sure the others there are willing to back you up about the time it was, knowing the cops will probably write on the ticket that it was 10+.

And if all hell breaks loose, there isn't much that could be done immediately but take the onslaught for what it is, fight if you want, but it usually won't end up in your favor.  Be sure to have a camcorder on hand everytime you go if you have one.

I concur. Their rules are made so that it's really hard for you to beat them...
Civil disobedience might be the only solution.

does the ordinance specify what time you would be permitted to begin "creating noise"?

go to city hall. they can tell you details on the ordinance and how to petition it(how many sigs and such).

i dont know if the ordinance was changed to 9 or not i need to find out though

the cops will find a way to ticket someone if the ordinance doesn't suffice for them... defiance to a police officer or authority or whatever that one is.

as i said, we have bad cops here. the whole county is really one big sprawling suburb around St Petersburg, the police that are local to the individual towns are generally just doing their jobs but there is a sheriffs department with many many officers that patrol the entire county, you see more of them than regular cops, and they get out of line often.

but about the petition
maybe i should just look that up on google you guys don't know :P
