Its upto the people who make this BB software, I'm not sure if its in the works yet or not.

If its an option some people want thats fine, I personally wouldn't ever use it but obviously some people might like it.

Would it even be practical? Threads would be all fragmented and hard to follow. Uh... moreso than now. Seriously though I don't know why you can't just take the half second to scroll down and ignore a person yourself.
