document this shit, if you have a video camera, get this sort
of behavior on tape, be subtle about it, every time he's out
of that house just wandering around his yard with a gun, tape
it, if you can, record conversations and by all means, dont
pander to his ass, same goes for his wife, the fact that she's
an ex-cop may say something in it's self, look into why she's
no longer a cop

after a couple of incidents with the firearms next to your
house you may want to consider seeing the magistrate judge,
explain to him what your concerns are and ask what he feels
would be the safest course of action, brandishing a firearm
is  a misdemeanor, a couple tiems of doing it and the man is
viewed as a threat

since you mentioned him calling the cops on the neighbors, it
may be a good time to talk with a few, band together and work
at getting this guy confined, moved or at least his easiest
means of doing harm out of his hands.
