the argument against that is always "well it costs more to kill them!" what with tax fees and appeals cases, etc etc, it gets very pricey in the end. it should cost no more than 1 bullet.

Actually alaska was my first thought, but then I thought about security, and I painted alcatraz onto hawaii and it just fit.  We could slash and burn the forests and pollute all the water first, if it makes ya feel better.

Another alternative if you don't mind building a lot of fences, is New Mexico.  They've already got fences going up on 3/4 of it anyways.
