Hi. I am wondering if the reason that Ryche Hawk doesn't recommend the use of this 'tek' if you don't have a pressure canner is because of a high chance for contamination. Would sterilizing the substrate in boiling water in a pot (no pressure) for an hour to an hour and a half not be sufficient?

look up fractional sterilization, that's your only option.

Boiling water in a pot can only reach 100 degrees C, whereas water in an autoclave, pressure cooker, pressure canner etc. at 15psi reaches 121 degrees C. No organisms can survive this. If it's good enough for hospitals, its good enough for us.

..fahrenheit, which is 121? celsius...
