I've been doing it lately for the humidity. I use this natural, tea tree oil scented (so it doesn't smell like baby powder) talc-free baby powder from Whole Foods

I've heard of people in the military doing it and I guess it's understandable if you work outside, but I don't fall into either category so my balls happily stick to me leg in the heat.

No. I don't powder my balls, but I wash them and "AXE"... This help them to stay fresh for a couple hours a day. (Approximately 8 hours in direct heat.) My sac begins sweating just from walking out the shower to the next room. I tried powdering them when I was younger, but I dislike how it makes my sac look ashy as my balls are black.
I have actually asked a couple of my close friends if their balls sweat, but they all deny it. They respond to it as if I asked if they masturbate. I think all guys balls sweat. Some probably more than others. Lol. Mine more than others.

I powder mine if they're getting too sweaty.

If I dont, my gooch gets really raw from the sticky skin rubbing together all day.
