Puppet limit per members

I don't know if this is possible or not, but I'll suggest it anyway. Is there a way for the admins to limit the number of registrations you get from a specific computer or IP? My idea is to let each member have up to 3 Shroomery ID's, that would cut down on the total number of puppets, since it's only a few people who have all of them. Then, when one of the puppets gets so out of controll that they have to be banned, like Stealth just was, they don't have an unlimited number of new puppets they can post under. Once they've used up their sock quota, they are out of buisness. I think this would be helpfull in getting rid of all of the useless shit that has been going on here lately. Would something like this work? Would anyone else here like to see this?

Many ISP's have rotating IP addresses for users, such as mine. Entire domains would require banning for that to succede. Also, the admins do not log IP addresses so it would not be practicle unless they began to do so.

And getting a new IP does not require a new puter, just a new isp or a proxy would work too.

I see the idea of trying to destroy the puppets is in interesting debate, but if implemented I think it'll seriously frustrate people that use proxy servers to connect for paranoia reasons.
