Depending on the size of the cuttings, you could use test tubes,2 liter bottles, etc etc.. Plastic bags work too.

I saw in another forum where someone used plastic water bottles. He cut the top off and placed the top upside down into the base of the other section and placed the clones root system into the neck of the bottle that was inside the other one. then he taped the top off or something. It has been years since I read the method though.

i always put moist newspaper on the dirt and around the stem then tape it down to the pot, then put a plastic water bottle over the leaves and tape that to the pot, then i make sure to pad it with newspaper so it doesn't shift around too much during shipment.

i got a couple of salvia clones in different tubes... wrapped in wet paper inside a plastic bag.
(the black leaf broke off when he put it in i assume but the clone it self was fine)
the other clone was in a slightly bigger plastic tube with vermiculite inside... i'm not too sure that's a good idea since the verm spread inside and probably damaged the roots but the clone was in perfect condition and was out of shock after about 4-6 days.
i was pretty pleased with those. although i wouldn't know where you can get any tubes like that not to mention for free
i guess you can also put the clones inside a plastic bag and send in a box filled with some crumpled paper around the bag just to keep it from moving?

Depends on the plant. Some plants that are rooted in root cubes can have the cube moistened. Then wrapped in saran wrap and put into a gallon size zip-lock bag and put in a VCR tape size box or similar and shipped. I hear it works.
