How to keep 70% RH in incubation chamber

Aight, i did search for the answer to this, I'm incubating my jars in a tub in a tub filled with water heated with a 50watt fish heater. temp is great I have my thermometer in the tub with the jars, it's constant at about 27-28 degrees celcius 80-82 farenheit. the thing is I must have like 100% RH. condensation is all over the roofs of both containers, how can I achieve the desireable 70% RH, to minimize bacteria. does it really matter all that much if the RH is about 100%. I'm thinking this would keep the jars from drying out (PF style 4 holes, foil on top) I'd probally just want to be cleaner when opening right? If it is that important I'll go for the heater in a covered jug thing next time. Thanx in advance for any helpful advice, or comments,

What you have going is perfect.

You dont want a humidity under 95%. rH of 70% is way too low.
