Two questions here.

1. When the file is uploaded does it get scanned?
2. Can a consideration be made to add something about this where the members can click to download the file? (That is has NOT yet been scanned and needs to be or that it does not contain a virus)?

No.

This might be quite complicated to add.
Your best bet is to have a good antivirus solution installed on your computer.

if you're on the internet or you exchange disks with anyone a good virus scanner is a must
