Too much water in a casing?

"Overly Wet Casing: In a saturated casing, the mycelium grows coarse and stringly, with very little branching and few capillaries. Mycelial growth is slow and sparse which leaves the casing largely uncolonized. Often the saturated casing leaches onto the substrate surface which then becomes waterlogged, inhibiting further growth and promoting contamination. Subsequent drying may eventually reactivate the mycelium, but a reduction in yield is to be expected. " - staments

By this does he mean that if I am just seeing little stringy rhyzos and not much growth that it's too moist? Is this a common problem with straw?

peat verm 50/50 with a pinch of lime and some oyster shell.

another thing about overly wet casings is that they are usually compacted as well,
and a bit of scratching will help with the compaction and let the casing dry a bit easier

yeah its not hard to overhydrate that casing. just fan it at least a few times a day. is it in a perlite terrarium or is it just a covered casing for now? if its in with perlite take it out of the humid environment for a few hours and some moisture should be lost; just make sure its in a clean area and dont leave it out for more than a few hours at most. if its just in a tub w/ no humidification just fan it more than usual (about 5 times a day) until you see the myc recovering and becoming fuzzy again.
