what the fuck is goin wrong with this cactus?

Looks like sunburn. My guess is you brought your Pedro inside to keep it from getting rained on, or something , and when you put it back outside, you put it right in direct sunlight after it had been completely light deprived for a few days. Thats exactly what happened to my Pedro's once, the scar is permanant, but it doesn't hurt them. It just gives them a bit of character.

Could be sunburn. Could also be signs of root rot, or being root bound. Probably root rot. But I can't be for sure.
