Incubation Problems

Hi my friend is having a problem with temprature, he wants his rye jars to be at the optimum temprature for colonization and was having no problem for a while using a space heater however it's too noisy and he doesn't like it very much, he was wondering if he put all of his jars into an 18 gallon rubbermaid container what would be the best/quietest way to keep the temprature optimum, pleast list supplies/method if you can it would be very very appreciated.

or just leave a heating pad on low underneath the container and spray the inside with water....make sure you have a tight lid for the container.
