submersible or upright aquarium heater?

if it is upright, you may have to pull the knob off to turn it up higher. my upright heater actually says to do this in the instruction manual.

Insulation is often overlooked.
Basically with a water resevoir system you have to consider that it is only heating up the water to a certain temperature. This has no translation to the air in the chamber. You can have a 2 lt jug with water heated to 90 F and if it is in a cool building then it will do little to heat up the area. What you need to do is insulate the space you are heating. Now it is obviously doing some work to heat the incubation chamber (if you live up here where I do your house may rest around 65F-70F as mine does) so I assume that it is working to some extent, and you don't have a broken heater.
Long story short you are losing heat so it can never build up in the incubator. I am also going to guess that you are usiung a tupperware container or a styro-cooler. The styro-cooler works better than tupperware to insulate the chamber, but is still quite susceptible to convective heat loss (losing heat through transmission to cooler air).
How do you insulate. Don't worry, you don't have to run to Home Depot and buy some Pink, instead just wrap a warm blanket around the unit, especially on top. To test to see if you were losing heat there lift up the blanket after a few hours and check with you hand to see if it is warm. If it is than you know you would have been losing heat through that area.
This will help you meet incubation temperature targets.
