cow and horse dung questions?

A friend has decided to use cow and horse dung.(not at the same time)The horse dung that he got has some shavings in it.Is this ok?Or does it have to be with out the shavings?With the cow dung he got.It was piled up on a side of a shed.Most of it was dry but some was moist due to digging deeper.It has some casing of some bugs in it.Looking at it it also has some straw and looks like sand in it.When you pasturize the straw can you just put the dung in it to or should you put the dung in the oven for a while?And then mix with straw?

Pasteurize the straw and dung together. One hour at 200 F.
