Lowering resolution of movies?

I'm looking for a program that can lower the resolution of DVD files, or movies, so they're smaller in size (that are on the hard drive).

Anyone have any ideas on what program to look for?

vdub is good stuff. Just load up your avi, pick a new codec and save it.
