When i reinstalled XP recently i use this codec pack
http://www.free-codecs.com/download/Codec_Pack_All_in_1.htm

and it had all the decoders i needed / use as well as the ability to pick and choose certain ones on the install(if you want to not install the divx pro it comes with which contains some minor spyware i believe or whatever.

Did not come with any encoders tho if u capture.
