Maybe he's horney. Maybe smells a female cat in heat (from as far away as a few blocks). Just cut his testicles off.

Maybe your cat misses his old food. When I ran out of cat food I borrowed the neighbors and my cats were noisy and constantly wanting attention until they got the regular food back.

He had Feline Urinary Syndrome where he couldn't pee and his kidney's threatened to shut down.  He had to have several IV's and a catheter put in, and now he has to eat special prescription food so that it doesn't happen again. 

The only thing I can think of is that now that he has this ultra-expensive and nutritional food, he feels good and wants to talk about it!

Well, he might have felt like he was going to die.. And now he's happy you saved him and wants to talk all the time. Cats sometimes do that.

I have a cat who has had an operation concerning the same thing. He no longer has a penis or balls now. He licks his hole all day long, but he wants to go outside so I think he still gets bad food somewhere. After his decease we went from the regular (very bad food for cats, which is sold everywhere and kills a lot of cats because of the high amount of salt) to the more expensive food for all of my cats (I have 4.).

i swear some pets seem to have emotions like people, i wish my dog could talk so i knew what was wrong with it!

2. ) Somebody did something bad to her.

Dogs are easy to read.
