Unfortunately, they prefer to use them against each other.  However, some gangs and drug dealers have established spots where cops will not venture without tons of backup, lest they be shot.  Not to mention that drugs are readily available in spite of law enforcement's attempts to get rid of them.  So apparently you can resist government tyranny.  Thank you so much for proving my point.
