What about obtaining proxies at public terminals? Libraries wont allow you to download alot of shit.

A proxy is an intermediary. Basically when you are using a proxy server you are asking the proxy to get you some info, and it goes and gets it for you, and then it brings it back. The plus there is that instead of your IP requesting the information, the proxy's IP does. That's oversimplified but I think you get the idea.

You might be familiar with the term proxy in regards to owning stock. As a stockholder you have the right to elect members of the board of the company in whic you own stock. Most people don't care enough to do all the proper research, etc., so they have the option of allowing a proxy to place their vote for them. Similar concept.

And btw if you are a windows user, you can see your IP by typing "winipcfg" in the Run dialog box (and pusing enter ;)>). This only really matters if you are on a dialup, or if your broadband provider doesn't give you a static IP address.
