I think there is some confusion.  Static pressure is not a function of the blower, but of what it is blowing through.  It's the resistance to the flow of air, analogous to ohms in electricity.  A blower does not 'deliver static pressure', rather, it overcomes it.  Maybe that's what you meant.

And that bit about the CFMs.  You cannot have the CFMs delivered without flow.  As in, you can not have a blower putting out the right CFMs but not overcoming the static pressure.  In a 2x2 filter, (4sq feet), you need to have 400 CFM coming through there to have the ideal 100 feet per minute air speed.

Maybe you mean the CFM output of the blower will drop considerably when attached to a HEPA, which is true.  A single CFM rating is usually the rating of the blower when it is just sitting there, plugged in, not blowing through any ducts or plenums or anything.  That's the unloaded CFM rating. 

There are graphs showing the CFM for various resistances.

This subject is often a little confusing, with nomenclature that can be a little hard to get used to.

Maybe Im the one who's got it wrong here.

Those specs dont actually get to 1.2 inch water column, but at .8 inch wc, it's a whopping 1040 CFM.  And the CFM numbers are not dropping off rapidly by that point, as they do when it's approaching it's limit.

That blower is overkill.  It's certainly powerful enough for a flow hood. 

You want one a little over powered anyways to get a bit more life out of your filter as it fills up with particulate and it's resistance increases.

If you don't have laminar flow you can work up close to the filter and be in a safe zone.. That's my opinion..
I have done smoke test experiments with a none laminar flow and watch the vortex draw the smoke right into the work area.. It'll make a believer out of you..
