Arguing about N20...

Me and my friend have gotten into an argument about N20 recently and i wanna come in here and ask some of you folks your take on the situation. He says one of his friends has a tank that has the bar code (or whatever #'s are on the tank) still on it compared to being scratched off. He claims that this is in some way better to them being scratched or worn off. He says if the guy gets caught it means he won't get in as much trouble for it somehow being more "legal" persay, i call bullshit, i think that would just mean that it has some way of being tracked to where it is getting filled and possibly getting more then one person in trouble, plus it would probably cause you to actually get in more trouble because once they figured out who filled the tank they would find out the person was lying about who he was or what he was using the N20 for. I don't know the guy personally and think its redundant as fuck to think that because you have a bar code on it that it somehow makes it more legal. HA!
