This is a nice sentiment, but there's a difference between forgiving someone and letting them walk all over you. She isn't sorry. She doesn't regret what she's done. She hasn't learned anything from it. She hasn't told him that she's sorry, or really meant it, or anything of the sort.

She just broke into his house and stole a bunch of his drugs, and if he doesn't press charges then she did that without any repercussions. From her perspective, what she did was a-okay.

Now, if she went to him and genuinely apologized (not just fake apologized), and maybe offered to buy him some new drugs, and so on, then maybe he could forgive.

Forgiving when there's no apology and no remorse is a lot like letting them walk all over you. There are situations where this isn't the case, where forgiveness without remorse is warranted, but I don't think this is one of them.
