Yes, after reading the bill in question I agree. For one thing it only applies on campuses, and for another it doesn't specify what happens if you are found to be in violation of it. I will have to research it further, though there are parts of it I already disagree with already. But there are parts which are good as well. Either way however, OP should be glad he wasn't on a California college campus when this occurred.
