There's no way it wouldn't be more cost effective to pay local African farmers to grow the food, and then distribute it,  than it is to grow the food here in America, and ship it over there. The whole thing is a scam between big agribusiness, and shipping companies, and pork barrel politicians. It's more about helping rich Americans get richer than it is about helping poor Africans.

Only a minor part of US development funds go to food aid (around 5%) and part of that goes into indirect aid which is aimed at stimulating nations to produce their own food. The whole argument that food aid effectively halts the development of Africa as a continent is bogus. It's an easy answer to a hellishly complicated question.
