You're not going to make him stop being an alcoholic because you refuse to buy him alcohol. If your only reservation or reasoning is that, then just buy it.
Personally, I'm not just giving away my money to someone I don't know. I work retail and have to chase off these people pretty much every day. I know all of them, they are always the same people. The myth of that one person who is just down on their luck, is just that, myth. It's the same people day in and day out, begging for handouts because rather than buy food or whatever, they'd rather buy into their vices.
There was a time when I couldn't afford cigarettes but couldn't just kick the habit either. I didn't stand outside of stores asking for money to buy milk or bread to fund my habit. I may have bummed a cigarette here and there, but I didn't expect everyone to fund my normal habit. I'd go from a pack a day to one or two cigarettes a day, just enough to 'get by'. I never had a problem handing a single cigarette to someone, either. But if you're wanting to keep your habit, it's not going to be on my dollar.
There's a guy we call the 'can guy'. Never begs for money, you know what he does all day? Walks around town digs in trash cans getting out cans. He's always carrying a giant sack of empty cans. There are ways to fund your habit if you're really so desperate, but if you're going to bullshit me, you can definitely fuck off.
