Yes, it is.

But if you don't want to be part of it, you have to be a complete tool not to find a way out of it.

Why is it a bad idea?  I never got it.  Unless they send it certified mail signature required it goes in the shredder.

Not responding to a summons can put you in contempt of court. In PA it's punishable by up to a $500 fine, and 10 days in jail.

How are they going to prove I got it?

That I'm not sure of, and would be a good question for Enlil. They can still haul you into regardless though, and have done so here. Your defense of not getting the summons may work, but it's a hassle. Bear in mind that many folks on this board may be in possession of something illegal when the warrant is served, which would become a problem of it's own.

I've been doing it for thirty plus years and never had a problem.

They don't go after people for it all the time, but they can & do from time to time.

Philadelphia Jury Duty Scofflaws Handed Fines and Jail Time
June 4, 2014 1:59 PM

By Tony Hanson
PHILADELPHIA (CBS) — Three people were sentenced to prison today for ignoring jury duty notices, long described as a chronic and critical problem in Philadelphia.
Court officials say only about 14 percent of Philadelphians summoned for jury duty come to court.
Some have legitimate reasons and exemptions, but nearly 40 percent just don’t show — won’t show — despite repeated notices and warnings.
Common Pleas Court administrative judge John Herron says the size of jury panels has been cut because of the shortage of potential jurors.
Now, three people, arrested before dawn at their homes, have been found guilty, been fined, and sentenced to spend the day in jail.  Dozens of others who finally responded were required to pay fines and fees.
“There are a lot of men and women out there right now who are putting their lives on the line for this country,” noted deputy court administrator Richard McSorley, “and in this country all we ask, as Judge Herron said, is that you obey the law, you vote, and you appear for jury duty.  It’s a very simple request.  It’s very important to our system.”
And, he pointed out, if you ignore this one responsibility as an American citizen, there are consequences.

he works for himself. he's not about to support some slack ass that serves
on jury duty when he should have his ass on a job site telling people to
stop fucking up and fucking off

you dont get away with that here, they send a summons by way of the sheriffs
department to make sure you get served if you dont show for jury duty, my
sister in law decided not to show, a deputy came 5 days later and a month
after that she was sitting on a jury

Like I said earlier, if they send it registered mail that I sign for I gotta go.  But they never do. And no, having a job does not get you off by default.  It used to be that if you were sole proprietor and your company would go down if you were gone you would be excused but I'm not sure that exemption exists anymore.  Regardless I send them to the landfill..
