You're right insomuch as the problem cannot be corrected with conventional warfare. It can be corrected with total warfare. If the Islamic population is driven to extinction than there will be no radical islam. Attrition warfare is the only way to win this fight and there is no political will for any such actions no matter how necessary. Modern society is now composed almost entirely of cowards.

The area could be steralized with chemical weapons with no radiological environmental damage. It could then be repopulated with decent European people as colonists. That action combined with liquidation of domestic islamic influinces and the problem would be permanently solved. Its quite an easy solution, but there is no political will.
