Convention on Cluster Munitions
    #20300909 -

http://en.wikipedia.org/wiki/Cluster_bomb_treaty

The Convention on Cluster Munitions (CCM) is an international treaty that prohibits the use, transfer and stockpile of cluster bombs, a type of explosive weapon which scatters submunitions ("bomblets") over an area. The convention was adopted on 30 May 2008 in Dublin,[6] and was opened for signature on 3 December 2008 in Oslo. It entered into force on 1 August 2010, six months after it was ratified by 30 states.[2] As of September 2013, 108 states have signed the treaty, with 84 having ratified or acceded it.[3]

Countries that ratify the convention will be obliged "never under any circumstances to":[7]

(a) Use cluster munitions;
(b) Develop, produce, otherwise acquire, stockpile, retain or transfer to anyone, directly or indirectly, cluster munitions;

(c) Assist, encourage or induce anyone to engage in any activity prohibited to a State Party under this Convention.
The treaty allows certain types of weapons with submunitions that do not have the indiscriminate area effects or pose the same unexploded ordnance risks as cluster munitions. Permitted weapons must contain fewer than ten submunitions, and each must weigh more than 4 kilograms (8.8 lb), and each submunition must have the capability to detect and engage a single target object and contain electronic self-destruct and self-deactivation mechanisms.[8] Weapons containing submunitions which all individually weigh at least 20 kg (44 lb) are also excluded.[9] A limited number of prohibited weapons and submunitions can be acquired and kept for training in, and development of, detection, clearance and destruction techniques and counter-measures.

Which major countries failed to sign? Russia and the USA because it was what Jesus would have wanted.

2003-2006: United States and allies attacked Iraq with 13,000 cluster munitions, containing two million submunitions during Operation Iraqi Freedom, according to the HRW.[19] At multiple times, coalition forces used cluster munitions in residential areas, and the country remains among the most contaminated by this day, bomblets posing a threat to both US military personnel in the area, and local civilians.[20]

When these weapons were fired on Baghdad on April 7, 2003 many of the bomblets failed to explode on impact. Afterward, some of them exploded when touched by civilians. USA Today reported that "the Pentagon presented a misleading picture during the war of the extent to which cluster weapons were being used and of the civilian casualties they were causing." On April 26, General Richard Myers, chairman of the Joint Chiefs of Staff, said that the US had caused only one civilian casualty.[21]

Only one casualty with two million bombs, many in residential areas?

We have either:

A. Developed the most intelligent bombs ever.

B. Have developed the weakest bombs in history.

C. Have the worse pilots ever.

D. General Myers is a lying sack of shit.

Sir, we salute you for your service and the sacrifices you made!

Dead Iraqi grocers and goat herders make me feel so much safer. And I can still top off my gas tank. Win-win!
