The dog must be kicked. Kick it as hard as you can and then you should be able to create a connection with it.

I latched on to this. Dogs are pack animals you need to make her feel like one of the pack and not property to do with what you like. take an old sock and knot the end and play tug of war with her. Being a beagle mix she will probably shake it violently. but when you say get the sock she'll know it's play time.

Even a 12 inch beagle is bred to hunt and will "bay" like crazy Remember OPs dog is a mix so probably bigger but Ive seen even small dogs who think they are wolves. your statement is invalid.

Tough situation op. Just keep giving her love she'll come around.

heres a shot of both dogs for reference. The lab/pit is my fiances dog. Hes about 80 pounds. The beagle mix is about 35.

When i try to play with her she engages for a minute then runs off an wants to play alone or with the other dog. If i try to restart the play she just walks away and wont wanna play with the toys at all.

im going to keep trying but if a friend or family member said they wanted her and they hit it off really good (like way better than our relationship has become over the 4 months) id seriously consider letting them have her.

Some dogs are super independent. Mine is. Even as a pup he'd let you pet him for a couple minutes. He was too little to jump off the bed so he'd just lay in the corner.

He throws stuff in the air to himself. Some dogs are just more independent than others.

I agree.  My scottish terrier is sitting in the corner right now.  Just the nature of the beast sometimes.
