Of course, just because something is an oil, doesn't mean it can't be snorted, however would the nasal membranes be able to absorb the substance? According to Wiccan_Seeker, yes.

It should also be noted that processes for making water-soluble versions of cannabinoids already exist:

Additionally, an aqueous mixture can be created known as a microemulsion, where the cannabinoid is in a state that is similar to a water soluble substance. This is used for intravenously injected cannabinoids. Actually I once saw this documentary on the Discovery channel that had witchdoctors make "Zulu War Snuffs" and had them analyzed in the UK
one of them was high in THC.

I thought: lemme verify that! I had some good Dutch grass handy so I squeezed an amount hard until it was peasized. Then I froze it and after that I crumbled it and hacked it up with a knife.
After that I had two toots of it.

Lo and behold: I got HIGH on grass, definetely THC, and even a bit stronger than had I smoked it. After half an hour I snorted up lukewarm physiological saline salt solution (99.1% water, 0.9% table salt)to cleanse my nose as I am NOT a snorter.

Result: YES! you DO get high from snorting (very fine) grass. Just as fatsoluable compounds pas the skin whilse aq sol cmpnds do not, they are readily absorbed trough the mucous membrane of the nose.

If you place grass under your tongue for 1/2 hour you'll get high too, allthough less than when you smoke it.

If you rub olive oil in your nose (water insol) it will get absorbed too, so there's no basis for the
"not water soluble and therefore cant be insufflated" urban legend.
