I'm going to be a douchebag and say, "No, toilet paper is not water soluble. Suspension/saturation in water allows the fibers to unweave as it's perturbed, moving through the plumbing. It becomes a suspension."

I buy my toilet paper at Sams Club. It's been 8 months since I had to restock.

That's not douche baggery. I appreciate the clarification.

My point is that toilet paper is designed for this purpose- the cardboard roll probably is not.
