Insurance companies suck. Basement flooded due to shitty new sewer designs.

My basement flooded last night.
The city installed a shitty new sewage system that floods water back into everyones house when it rains too much. The water didn't come from anywhere but a rain flooded sewer system. The storm drains were flowing free while the house sewer system flooded all the water into our houses. You would think they would be responsible for such a shitty system.
Anyways. I lost a lot of stuff.
Hundreds of spore prints. 
All my supplies are gone.
Washer and drier.
Cloths.
Christmas decorations.
Art supplies.
My sons whole room.
EH just damn near everything down there.
The water was gushing like a fountain into my basement. It was rain water backing up through the system. No flood insurance. No one around here has it because we don't flood. This wasn't flooding near my house that did this. We don't flood here, but this new sewer system that we put in that is costing me double what other towns pay. My water bill is always 90 bucks.
Anyways. Today sucks. I had to go rent a pump to get all of this water out last night. I was pumping water into the storm drains while pressure from the sewer lines kept trying to come into my house. I plugged my drain up and pumped the water out. It held all night and today the water is gone.
I hope it doesn't rain again. Shit sucks. I had all my stuff up high, but the water was immense and ruined everything despite my attempt at getting everything onto higher ground. The city assured us our basements wouldn't flood after their millions of our dollars spent on bring the city up to code and making the sewer and storm drains separate. Guess they were wrong and we payed for it after already paying for it.
The screwed up part is there isn't any flooding but at the river. They have some serious design flaws. There isn't a single puddle of standing water anywhere.
Insurance is telling me sorry for my luck but they wont cover a penny of this. Super. I might as well burn the fucker down because that's the only way they will pay for anything.
Shitty day. Had to rant about it because I'm pissed off and screaming mad. This is the cities fault but they call it an act of god/nature and pass off the damage to us. No one on my street has flood insurance. We can't get it here because were 2 miles from the river. It NEVER comes over here tho. NEVER EVER.
They are telling me that even sewer back flow coverage won't cover this because it was from flash flood water. WTF? The sewer backed up, I don't give a fuck how it happened, it just happened.
I had to take another point at work to stay home to try to pump the water out and save some of our stuff. They don't give a fuck. Fine, I'll just call off all weekend on that same point. I'm allowed 3 days to one point. Have fun without me you uncaring assholes.
Ok I'm done ranting. I need to smoke a bowl but my fucking in-laws are on their way over.

Looks like a lawyer and a class action suit against the city is your best bet. You can start with finding other people with same gripe to stage protest at city hall. Call your local news stations and try to get them to film the protest or at least the damage. Anything that you can do to get the public to see the mess.
To prevent future 'eruptions' maybe you should consider using an inflated bladder tightly inflated in the drain hole to block it off during rains, like a blow up football, etc.. Then let air out and remove when you need to drain. Might not stop all the water but at least keep it from flooding.
