Reversing paypal charges

Help me with a paypal situation. I'm new to having problems with it. I bought 11 DVDs of all three seasons of the old 60's Batman series from a guy who I didn't know at all online via paypal on April 5th. I know that's dumb, but he seemed legit because of his reviews on some Batman message board. Anyway, I have his phone number and when I call him about my DVDs, he's always like "I'll try and do them this week, etc." I've accused him of trying to rip me off and he said "No man, I'm honest! I just have a lot of other orders to fulfill." I called him on Thursday again and he said "I'm sending them out tomorrow. You should have them by Monday or Tuesday." So I don't have them again today of course.
So I'm wondering if this guy knows something that I don't about Paypal. Is there some grace period in which you can try and get your money back or something? I feel like he's trying to rip me off, but why does he keep taking my calls and promising me that he'll send them? I'm wondering if he's just trying to string me along until it's too late for me to file a claim of some sort?

Yes dude! Act fast, I had a similar problem like a month ago.
PayPal only lets you dispute charges for up to 45 days. I had an issue almost $200 and I disputed on the 47th day and they were like, "Sorry, too late"
I'd been going back and forth with the seller for a while, and actually DID end up getting my merchandise, but it was really a hassle.
I'm the last person to dispute a charge, so I waited until I felt really ripped off before filing a dispute, and that was 2 days too late.
I then disputed with my bank and they were going to help out, but like I said eventually I got the merch, so I lucked out. (my bank account paid part of the bill and my PayPal balance paid the rest, so no matter what, if PayPal didn't refund, I'd lose out.)
Buying with PayPal is the smart way to go, because one other time I did dispute within 45 days and sent them all our emails back and forth and they fixed it right away for me...So I wouldn't stress about buying from someone unknown on the net if you do it through PayPal, just make sure to be super-aware of that 45 day dispute limit...

DW, thanks so much for your reply! I'm such a newb at this and I'm glad I asked now. I didn't get the DVDs again today, so I'm going to go ahead and reverse the charges. I don't trust this guy. I know he's dicking me around. It sucks because I really wanted those Batman seasons.

Shit, never mind. I just went to my hotmail to get my paypal password and I got a notification that the guy shipped it yesterday. The only problem is that he shipped it to my old apartment (billing address)! I clearly wrote "Ship to:" with my new address. This guy sucks.
