VERY, VERY VERY different things. 

And that's for "typical" use, which means real world numbers, which means people buying condoms that aren't the right size, or that have been hanging out in their wallet and gotten too hot, or just, well hell, we're out of condoms..  fuckit!  it'll be fine this one time!

if you use them right, and EVERY TIME you have sex, the failure rate is very low.  More importantly, that means that when you are using a condom, so long as you're not misusing it, it's practically guaranteed to work.
