There's no way to know without his past, the dog could've came from the best loving home ever and still have aggression issues to what it feels is a threat. GSDs are a Livestock Guardian Breed and are the top 3 choices of Police work in the US and in Europe, that with the Dutch Shepherd and Belgain Malinois.
There's no training human aggressive/dog-dog aggression out of dogs, if the dog is human/dog aggressive, it will always be aggressive, you can't train it out of them, however you can manage it.
Don't follow any bunk crap from Cesar Millan, he is one of the worst trainers out there and as you can see from his show, the people he trains are brainless idiots to what a breed of dog "is".
If the dog is acting aggressively, just lock the dog up when the person is around. Or spend some money and pay a trainer. I would recommend joining a forum called www.workingdogforum.com and talk to the people there, they specialise in training/breeding/advice in Working Dogs for Personal Protection/Schutzhund/etc...Or ask in the training forum of

Very knowledgable trainers there that are willing to give there time to novices.
