You're all wrong. Obama isn't reversing his position. Let me break it down for you.

No new law, order, bill, constitutional amendment, judicial ruling, or matter-of-fact anything was enacted. Obama simply wrote a letter to the DEA, suggesting they stop arresting and enforcing federal laws in states with approved medical cannabis initiatives.

This was a mere suggestion, the DEA was in no way forced to do anything. In fact the Proposed 2011 Budget Bolsters War on Drugs.
