Do you mean both of those years?  When he was a baby?

4.88 FIP in 08
4.28 FIP in 09
He's just an average pitcher. Scherzer screams upside, Jackson screams regression.

What's FIP?  How about a link to the stats you used instead of a screenshot?

FIP :

Tom Tango's Fielding Independent Pitching. Fielding Independent Pitching, a measure of all those things for which a pitcher is specifically responsible. The formula is (HR*13+(BB+HBP-IBB)*3-K*2)/IP, plus a league-specific factor (usually around 3.2) to round out the number to an equivalent ERA number. FIP helps you understand how well a pitcher pitched, regardless of how well his fielders fielded.

I feel that FIP is a much better indicator of future performance than ERA.

Would that not penalize sinker ball pitchers and overvalue strikeout artists?  For instance a pitcher who pitches to contact with fewer pitches per inning and a lot of DP grounders will not show so well while being generally more effective.

To an extent, yes it does. IMO, it's still better than ERA. Bad pitchers don't have a good FIP for very long, but they can have a lucky ERA all season long. There are other, more advanced metrics, but FIP is pretty easy to understand. tRA would be better takes into account the types of batted balls like you pointed out FIP does not.
