You'll have to be more specific.

AC power can and does "leak" out of conductors...they radiate EM energy at around 60hz.

About the Author

They are talking about exactly what I posted: electrical energy that leaks out of conductors as EM energy, and can then be absorbed by other nearby conducting objects (like water, pipes, humans, ect).
