Anyone know how to reformat my computer from dos?

so my parents have an old laptop that was layin around.  my dad after all these years wants to take a stab at the computer and learn how to surf the interwebs. 
so my mom got rid of this one because it was havin problems.  probaly littered with spyware and viruses.  i did the whole hitting f11 and tried reformatting with windows but for some reason it doesnt completly restore the system.  it keeps old data and so its still buggy.  for some reason something is conflicting with the wireless and ive tried a bunch of stuff but nothings working. im thinkin its just fuked from bein so riddled with shit from over the years.  ive decided to take a stab at just completly overhauling the whole machine. 
so if i was to go about completly formating the hard drive, deleting windows and everything....is that possible
its been years since i used to be good at such things.  i knew my way around dos back in the day but over the years ive just lost touch.
so  what im wondering is, what do i need to do to accomplish this. 
can i reinstall a windows version that im downloading from a torrent on this computer from dos?
couple questions if anyone can help
before i go about this do i have to make a boot disk?
im looking up stuff online on how to do it but everything must have been written 5 or more years ago, lol, cause they are all saying i should make a boot floppy disk
what should one do without a floppy drive
i guess thats realy all im wondering as im havin trouble finding a straight answer online.  any help greatly appreciated

What I'd do is download an ISO of the version of windows you need, burn it to a cd, put the cd in the computers cd drive that you want to reformat, and hold down c as the computer is booting up or change boot priority to CD-ROM in the BIOS. Once windows asks you what you want to do, say install then delete the existing partition(s) and create a new one then continue with the set up.

Yeah provided you're installing windows 95 or newer then you don't need DOS anyway.  Just put the CD in the drive and set the BIOS to auto-run CD as gumby said.

DOS is the origignal OS.  WIndows 3.11 was a program that runs on top of DOS.  They converted this into the whole OS so as to make it a GUI.

boot dos from a floppy, will give errors if trying to say format boot drive while booting from boot drive. If the drive currently has a partition made by another od you need to remove that partition completely with that os (win2000 dynamic and simple partition wont work with dos) then make a DOS partition with FDISK, again, make sure to boot from floppy disk. make partition. reboot. format. if it is going to be a boot drive you must "sys" the drive. Dos tool called sys.com.

I miss the dos days. Sorting com ports and interrupts, with jumpers. windows 3.11 networks. Novell netware. Getting old....

do i burn it as an iso or do u extract the files and burn them?

whatever you do, don't delete that OS until you have secured a second copy that you KNOW will work.

let nero or what ever burn the ISO, it'll have options for that, shouldnt need a floppy, many copies are bootable
