Yeah, Index Fungorum has taken upon itself to inform us what they think the names of mushrooms should be.  Notably, two American institutions do not pay much attention, i.e. Mycological Society of America and their journal Mycologia and the North American Mycological Association.  Being from North America and all I give it its due consideration and still call that mushroom Panaeolus subbalteatus.

I thought when a name is changed it was changed everywhere.

Find an American mycological publication, i.e. peer-reviewed journal, that lists Panaeolus cinctulus.  You can't, and neither can anyone else.  Check out Index Fungorum's acknowledgement page.
