Utorrent and port blocks

So at my old apartment I had some of the slowest downloads in the planet, usually it would max out at 50kb/s. And since I didnt really know the guys there I couldnt configure the router to do some port forwarding.
Now Im at this new place and my speeds were awsome! I was getting like 200kb/s and sometimes I would get a total of 550kb/s, maybe even a little more.

So yesterday I finally install the new update (even though I didnt really want to since I havent had any problems with it) and now I cant get any more than 100kb/s (usually just 60 or 70kb/s).
Whats gives? Ive checked Norton firewall to make sure it isnt blockng utorrent, Ive checked Windows firewall to make sure it isnt blocking utorrent, I know the router doesnt need to be touched because it was working fine before.
Also that little network connection icon at the bottom is usually that yellow triangle which usually mean there is a problem, and sometimes when I did a port check itsaid it was blocked, but sometimes (like right now) it shows the green check saying everything is ok (but only stays for a few minutes...).

What happened?
How do I fix it?
