The use of cocaine by celebrities is encouraging more young people to take the drug, a United Nations report says.

Britain is one of the main targets for cocaine traffickers because there is a greater use of the drug here than in almost any European Union country.

The report blames the police and courts for making matters worse by treating stars ''leniently" and failing to make an example of them. The annual report of the International Narcotics Control Board - a UN agency - has highlighted for the first time the influence of film actors, sports stars and rock musicians on impressionable fans.

It does not identify anyone but the singers Amy Winehouse and Pete Doherty and Kate Moss, the model, are likely to have been in their sights.

Home Office data show use of cocaine has more than doubled among 16- to 24-year-olds since the start of the decade and Britain remains one of the countries with the highest level of cocaine abuse, along with Spain and Italy.

A significant drop in price has added to the problem and surveys indicate cocaine is fast replacing ecstasy on the club scene.

Despite tough legal penalties for cocaine abuse, the drug continues to be associated with "celebrity" and "glamour".

The UN says the problem is exacerbated when stars are seen to get off without penalty or are less harshly treated than other users. "Depending on how the authorities respond in the case, the media reports and associated internet chatter often reflect or generate perceptions that the system has treated the celebrity... more leniently than others," says the report.

"The authorities... should ensure that public celebrities who violate drug laws are made accountable."

Prof Hamid Ghodse, a member of the board, said: "They get more lenient responses by the judiciary and law enforcement, and that is regrettable.

"There should not be any difference between a celebrity who is breaking the law and non-celebrities." He added: "Not only does it give the wrong messages to young people, who are often quite impressionable, but the wider public become cynical about the responses to drug offenders.

"A number of people have got a lenient response in the UK and around the world."

The UN report reflects the concern voiced last year by Francisco Santos, Colombia's vice-president, who accused celebrity cocaine users of fuelling conflict in his country and singled out Kate Moss for criticism. He called it "baffling" she had landed modelling contracts after admitting she had a cocaine problem and checked herself into a rehabilitation clinic for a month.

The UN report also exposes the failure of efforts led by Britain to reduce the opium poppy crop in Afghanistan, which the INB says is now at ''an alarming level".

Last year, poppy cultivation covered 193,000 hectares - an increase of 17 per cent over 2006 - and yields were higher as well. "Afghanistan produced an extraordinary 8,200 tons of opium in 2007 - 34 per cent more than in 2006 - supplying 93 per cent of the global market for opiates," the report says.

Before the allied attack on Afghanistan in 2001, opium cultivation had almost stopped under the Taliban.

The use of cocaine by celebrities would make me not try it (assuming I actually payed any attention to them). But i can think for myself, unlike some people, and stick to better "drugs"

Yes stop being lenient to celebrities. Instead, just be lenient to everyone, please.

It's not just rockstars, actors and models that get let off easy, by the way. There are rich businessmen, cops, politicians and their families, too.
