Let me begin by saying that everything in this post is completely hypothetical. These questions are asked merely to help understand the workings of the United States Postal Service. I do not intend to use this information in any way that violates local, state, or federal laws. Nor do I intend for this information to be used by others in violation of the law.
Now, let's say that Mr. X lives in a state where psylocibe mushroom spores are illegal. In order to obtain these spores (contained in a syringe or two), he has them sent to Mr. Y, who lives in a state where they are legal. Mr. Y then rewraps the package and gets rid of anything that indicates their true nature. He includes a letter with the package that says, "Here are your portabello mushroom spores," and sends them on their way.
Now, let's say that for whatever reason, the USPS is suspicious of this package, and they open it up. What would they do then? Would they test it for heroin or other drugs? Though I don't see why they would, could the spores, in any test, turn up a false positive for any illicit drugs? Say that the USPS determined that there were no drugs in the package. Would they then take the word of the enclosed letter and assume they're Portabello spores? Surely they wouldn't have a mycologist take a look, right? Is there any way that they could just keep the package because it is suspicious and not deliver it? In that case, do you think that they would inform the authorities to place the house under watch? Are there any other circumstances that I haven't thought of that would end in legal trouble for Mr. X?

You are worrying yourself wa-a-a-ay too much.
USPS rarely searches regular mail. Send it first class letter mail and they need a warrant to search it.
Also, wrap it up well so that it won't get damaged. And wrap it twice, with the address on the inner and outer wrapping. That way, if they screw up the outside of the letter and need to check inside to find an address, they just find the address and don't see the spores.
I wouldn't even label it as spores. No point. If they think it's drugs, they'll test it. They may not even consider the possibility of it being spores.

Also, if you can't send syringes first class lettermail, then send a print or part and get him to pickup syringes himself. Or send them seperately.
But really, you're worrying too much. It's state to state, not country to country.

Thanks for the info.
Prints are of course another possibility. But the hypothetical Mr. X is very frugal and I think he would like to take advantage of Sporeworks $10 syringe deal.
